feat: Add allow list for lastModified check. Deprecate remote-only check

• Change lastModifiedDate check to have an allowlist of Artifactory repositories naming patterns.
• Deprecate remoteOnly repository check, as all downloads will come from a "local" repository according to Artifactory's SDK
