Initial commit for OHW26 pages

Working with @sorochak to get this first ohw26 commit out. We'll keep the PR in draft mode until others can chime in and refine the text, esp. the text describing current status and prospects. All the new, publicly exposed ohw26 content needs to be updated.

I copied the ohw25 directory to create ohw26, then minimally edited just the ohw26 index and organizers pages, teams.yaml and the website front page admonition. I hid links to all other documents in the ohw26 directory (copied from ohw25), so those unedited pages won't be publicly accessible.

Some notes:

• Didn't edit the list of sponsors.
• Added the "OHW26 Organizer" tag in teams.yaml only to people who were already in the file (though I did add Dwight -- he should've been there from OHW25). So, it's missing several organizers
• Shortened labels in the top menu links (OceanHackWeek > OHW).

Pushed two updates:

1. Cleaned up wording on the OHW26 announcement box on the front page
2. Added 5 new OHW26 organizers to team.yaml: myself (Austen), Carrie Weekes, Jordan Watson, Julek Chawarski, Tao Eastham.

Questions:

• Sponsors: didn't touch the OHW26 sponsors section. Is there a confirmed list yet?
• Status/uncertainty framing for the OHW26 page: I'll start a Slack thread to draft language as a group.

Thanks, @sorochak! Looks great. Let's see what input we get to refine the wording before merging.

To help plan changes to the list of OHW26 sponsors, here are the ones I think we can include already:

• Schmidt (already there)
• IOOS (already there; not definitive, but I suggest we leave it in there for now)
• ASL (new)
• ONC (new)
• Bamfield (new)
• Cryo-in-the-cloud (new; https://book.cryointhecloud.com/)
• NASA (new; debatable, but they're the funders behind Cryo-in-the-cloud, so it might be nice)

We often include as "sponsors" at least some of the organizers' home institutions / affiliations, even if they don't provide any funds or in-kind support strictly speaking. If we want to do that this year, we can retain from the OHW25 sponsors list: APL, Gulf of Maine Research Institute, and NMFS Open Science (affiliations for Emilio, Christian Sarason, Alex, and Eli)

All others can probably be removed.
