[Bug]: Telemetry is sent despite disableTelemetry: true

Describe the bug

The telemetry notification still shows up despite setting disableTelemetry: true in the main config.

I traced it with the debugger to the onboarding checklist telemetry here:

storybook/code/core/src/core-server/utils/checklist.ts

Line 119 in 199f656

telemetry('onboarding-checklist-status', { item, status });

I see that other places have a guard for disableTelemetry but the above doesn't.

Good catch — this looks like a genuine gap. The telemetry calls in checklist.ts at line 107 and line 119 are both missing the disableTelemetry guard that the rest of the codebase consistently uses.

For reference, the standard pattern (e.g. in extract.ts) is:

if (!options.coreOptions?.disableTelemetry) {
  telemetry('event-name', { data });
}

There's also a related report in #34191 where TelemetryService.ts similarly bypasses the disablement guard.
