What happened?

while troubleshooting an issue with the webpart not producing the TOC on a site page as expected, we removed the app from the site fully. We also removed the ap from the tenant app catalog and re-deployed it. after re-adding to the site, the WP no longer appeared in the list of available web parts when editing a page. upon further investigation, we found that the Page Navigator Feature was not listed in the Page Features list. Additional app removal/re-adds does not fix this.

Steps to reproduce

  1. navigate to site contents on a site
  2. select Delete App for the React-Page-Navigator app - will ask to go to classic view
  3. go to classic view and repeat the delete process
  4. refresh the site and navigate to site contents
  5. add React-Page-Navigator from the list of available apps
  6. allow to finish and refresh the site
  7. navigate to page to be edited and lace in edit mode
  8. click "+" to find and select a webpart - look for Page Navigator -- is not available
  9. navigate to Site Settings > Manage Site Features - Page Navigator feature is not listed

Expected behavior

Expecting that removing and re-adding an app from the tenant app catalog would properly rea-add it to a site.
