OpenAPI: dir resolving not from conf

conf/apis.yaml

```
api:
  port: 2000
  openapi:
    - dir: openapi
    - location: https://developer.lufthansa.com/swagger/export/21516
```

does not work conf/openapi works.

Fix resolving. Fallback for root to keep compatibility.
