I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

Feature Request: Collaborative Sharing Permissions for Shared Albums (Team / Business Use Case)
Summary
Allow users who have access to a shared album to also generate public share links (optionally controlled by the album owner or admin).
Problem
Currently, in Immich, only the owner of the assets can create public share links.
In a team environment, this creates a limitation:
