[Feature] Support .nomedia / .immichignore files for external storage folders

I have searched the existing feature requests to make sure this is not a duplicate request.

The feature

When including folders from external storage, some folders should be excluded (i.e. in my case next to my pile of images, there are also system backups with plenty application images, which I don't want to show in my timeline). These folders could be marked by .nomedia or .immichignore empty files at the root of the folder to be ignored.

Nope not a duplicate. One is about syncing files from Android devices (and the folders on there), one is about folders in external storage

I just made an issue about this and was pointed here.

I also thought of another way to handle this more broadly. There is an exclusion pattern option for external libraries. If that gets an extra tick, like Ignore folder when pattern matches, then you could add .nomedia as an exclusion pattern.
