📦 Discussion: Deprecate Fil + and Fund Services via Block Rewards
Phase out Fil+ program and Datacap. Introduce a block reward split, diverting a share of rewards to a new Service Rewards Actor to subsidize storage services directly
All new sectors get 10x QAP automatically. No datacap, no gatekeeping
10% of block rewards initially flow to a Service Rewards Actor, separating consensus from service incentives
Reward share steps up 10% annually to a 40% cap, with a multisig gate that can only pause, not accelerate

📦 Discussion: Filecoin Encryption Envelope
A standard encryption envelope format for Filecoin data, built on COSE (RFC 9052), pairing a self-describing metadata envelope with detached ciphertext.
Two encryption schemes: AES-256-GCM for simple encryption, and chunked AES-256-GCM with STREAM for seekable large-file decryption
Multi-recipient descriptors decouple key management from the data path — same blob, multiple key systems, no re-encryption needed
Detached payload mode enables streaming and byte-range access by separating the envelope from the ciphertext
