Compatibility with tomcat10 (javax.servlet --> jakarta.servlet)

Problem description

Installing RDF4J would be a lot easier if it was compatible with tomcat10, that is if the workbench + server would support jakarta.servlet packages.
tomcat9 is not available anymore in Ubuntu 24 repositories.

Preferred solution

2 versions of the workench + server : one with javax.servlet for backward compatibility, one with jakarta.servlet for current servlet container
