Update CLDR plural rules from version 47 to 48

- Upgraded plural rules and data from CLDR 47 to 48.
- Added support for cv, ie, kok, kok-Latn, and sgs locales.
- Updated rule mappings and renumbered functions to match new CLDR data.
- Refreshed metadata and generation dates.
