[Task]: Add 3.13 GPU containers when dependencies are ready

What needs to happen?

Right now, installing GPU container dependencies requires a rust compiler because most wheels aren't prebuilt and need to be built on the fly, including one that needs rust - https://github.com/apache/beam/actions/runs/18475619479/job/53798179562.

There may be more issues - for now, I'm skipping this, but once dependencies are available it would be nice to do.
