[GeoMechanicsApplication] Implement Drained behaviour

[WPK4FEM]

Use the four way enum to steer drained behaviour in the continuum and interface U-Pw elements.
The Pw equations become a steady state equation without coupling to the U equations.

Make sure there is are integration tests for this.
