Update for Documenter.jl v1 (#683)

* ignore `docs/Manifest.toml`

* add missing docstrings

* add compat table for Documneter.jl

* rename Other API with Internal API

* Use `checkdocs=:exports` and ignore internal docstrings as strongly suggested by the reviewer
